No closings or mergers were recommended for Pennsylvania’s state-owned colleges or universities.
The state hired a consulting firm earlier this year to re-envision Pennsylvania’s struggling university system and though their assessment issued Wednesday was bleak, it did not recommend closing or merging any of the 14 institutions.
The report by the National Center for Higher Education Management Systems said the universities need better top management, more of a spirit of cooperation and a greater focus on their educational mission.
The system has sustained several years of falling enrollment.
