Children in costumes may be difficult for even sober drivers to see, which means impaired drivers with slow reaction times can present a bigger danger to children as they trick or treat.
As a result, the Pennsylvania DUI Association urges adults, many of whom Halloween is also a big holiday, to plan ahead and not drink and drive.
