The list of eligible honorees includes five first-time nominees: four-time Cup Series champion Jeff Gordon, famed team owners John Holman and Ralph Moody, title-winning crew chief Kirk Shelmerdine and driver Harry Gant. The list includes fifteen holdovers from the 2018 ballot led by drivers Buddy Baker, Alan Kulwicki and Bobby Labonte; and legendary engine builder Waddell Wilson.
