A federal investigation is underway concerning fraud by a former top-level official at Butler Health System and her husband, a former county detective.
The specific nature and scope of the investigation into Stephanie and Scott Roskovski of Center Township is unclear, but on Tuesday, the health system confirmed officials found evidence of fraud last year by a former COO. The health system did not specifically name the individual, but sources close to the investigation confirmed it was Stephanie Roskovski, the health system’s chief operating officer from 2012-2017.
According to Butler Health System, evidence was found suggesting the misappropriation of administrative funds and did not involve the BHS Foundation, patient cash, co-pays, patient accounts, or medical billing or insurance fraud, including Medicare.
The health system said it completed its own thorough internal investigation and then notified state and federal authorities. No charges have yet to be filed against Stephanie Roskovski.
Scott Roskovski- a 20-year county detective- was recently fired by Butler County District Attorney Rich Goldinger. The specific reason for his firing is unclear, but it comes after Roskovski planned to retire. His retirement was instead denied.

In mid-2017, Butler Health System discovered evidence of a fraud committed by a single individual against the hospital. The evidence suggested the hospital’s former COO had been misappropriating administrative funds. BHS responded immediately, ensuring the situation had no impact on its ability to provide first-rate healthcare to Butler and the communities BHS serves. BHS completed a thorough internal investigation and then notified and provided information to the US Attorney’s Office for the Western District of Pennsylvania and the Office of the Attorney General for the Commonwealth of Pennsylvania. The alleged misappropriation of funds did not involve the BHS Foundation, patient cash, co-pays, patient accounts, or medical billing or insurance fraud, including Medicare.
Since then, BHS has appointed several new executives and strengthened safeguards to prevent such an event from happening again.
