Pennsylvania has a state budget in place but negotiations continue on the plan to pay for it.
The $31 billion budget for fiscal year 2016-17 became law at midnight without Governor Tom Wolf’s signature.
Negotiators continue to work towards a spending plan, including the closure of a $1.3 billion gap.
Some Republican leaders expressed optimism this could be accomplished, but a group of 20 GOP members have written a letter to the governor questioning the legality of a budget without a plan.
