A Butler County couple is facing dozens of charges for alleged fraud and embezzlement.
Charges have been officially filed against Scott and Stephanie Roskovski of Center Township.
Scott worked as a former detective for the Butler County District Attorney’s Office for 20 years. He was fired last August, just days before he planned to retire.
Stephanie worked as the COO of Butler Health System until August 2017. Last year, the health system confirmed officials found evidence of fraud by a former top-level official, but did not specifically name Stephanie Roskovski.
According to the indictment, the couple face charges of mail fraud, conspiracy to commit mail fraud, conspiracy to commit money laundering, money laundering and false statement in a loan application. Stephanie was charged with embezzlement from a healthcare benefit program.
“From April 2011 until December 2017, Stephanie and Scott Roskovski devised and intended to devise a scheme and artifice to defraud and to obtain money and property by means of false and fraudulent pretenses,” the indictment reads.
It goes on to allege the two used Stephanie Roskovski’s Butler Health System corporate VISA credit card for personal expenditures totaling $504,000. Expenditures included family vacations, household furnishings, concert and event tickets, Switchback expenses and gift cards.
Stephanie, in her role with Butler Health System, provided the CEO of Butler Health With altered, fraudulent, and fictitious receipts, as well as handwritten notes falsely purporting the defendants’ personal expenditures were incurred for business-related purposed.

Since notifying authorities in 2017, BHS has supported the investigation, recovered a substantial portion of the misappropriated funds, and taken steps to strengthen safeguards, all while maintaining our steadfast commitment to proving exceptional patient care to our community.
