Shell announced Tuesday it will build a petrochemical plant in Beaver County that will create up to 6,000 construction jobs and 600 permanent jobs.
The plant will be built along the Ohio River on the former Horsehead Industries site in Monaca. It will process ethane gas from Marcellus and Utica shale wells to create polyethylene, a plastic used in everything from food packaging to auto parts.
Construction will begin in the next 18 months with a goal of opening the plant in the early 2020s.
Rep. Tedd Nesbit, who represents portions of Butler and Mercer counties, said in a statement this morning that this move will bring a needed boost to western Pennsylvania’s economy and that he’s hopeful local residents and businesses in Butler and Mercer counties will benefit.

“State and local officials throughout western Pennsylvania have been working tirelessly for the past several years to make this site an attractive location for this global company. Due to the Marcellus and Utica shales, western Pennsylvania is positioned well for this plant, and I’m thrilled that Shell has chosen Beaver County as the site. Construction is expected to generate 6,000 construction jobs with 600 permanent jobs. This will be a needed boost for our economy in western Pennsylvania, with ripple effects throughout the state. With the 8th District’s close proximity to Beaver County, I’m hopeful that our local residents and businesses will benefit.”
