Pennsylvania’s Attorney General says has made a decision to classify self-assembled gun kits—known as “ghost-guns”—as firearms.
Josh Shapiro says the decision will make it illegal for felons to purchase these kits, which are also known as “80 percent receivers.”
“Unless we characterize these for what they are, as firearms, we are allowing for yet another devastating loophole for prohibited purchasers to obtain guns that they should not be able to possess,” Shapiro said.
Shapiro said this legal opinion doesn’t infringe on anyone’s second amendment rights.
