State police in Butler arrested a Penn Hills , PA man after an incident on October 7, 2016.
According to the police report, 32-year-old Keith Colbert of Penn Hills, PA made an unauthorized purchase with a welfare card at Giant Eagle in Pittsburgh that did not belong to him. The victim, 47-year-old John Webb of Butler, PA told police that Colbert must have copied the numbers off of his welfare card while he was sleeping.
Colbert faces theft charges.
