Water and debris rushed down West Jefferson Street in the City of Butler Tuesday morning.
Pennsylvania American Water crews were seen working at a storm drain on West Jefferson Street near the Young Funeral Home.
It appeared the water main valve was shut off by 9:30 a.m.
