A state-wide program to help homeowners with energy efficient improvements is back. The campaign is also running for businesses which ensures there operating costs are low, the scheme includes using sites like Utility Bidder to shop smart as well as expert advice.
The Pennsylvania Treasury is re-launching the Keystone Home Energy Loan Program (HELP) which provides homeowners with up to $20,000 of affordable financing. Projects that could qualify include HVAC systems, insulation, windows, doors, and whole home improvements.
The program first started in 2006 and allowed 14,000 homeowners to borrow up to $15,000 at competitive rates. The program went dormant in July of 2014 due to lack of funding.
